Problem Statement

Implement `stringifyQueryString(params)` that serializes an object into a URI-encoded URL query string. Ignores `null` and `undefined` properties, and serializes array values with repeated keys.

Examples

Example 1:
stringifyQueryString({ name: 'Alice Smith', active: true, tag: ['js', 'ts'] });
// 'name=Alice%20Smith&active=true&tag=js&tag=ts'
